When does SiteSpect count a user?

After SiteSpect assigns a user to a Campaign, SiteSpect must count that user to include it on SiteSpect reports. SiteSpect counts users when they are assigned to a Campaign and are exposed to a Variation. If a user is assigned to a Campaign, but isn't exposed to a Variation, that user is released from the Campaign and is not counted. On a subsequent visit, released users can be re-evaluated for assignment to the same Campaign again.
